Speaker of the Parliament, speaking at the opening, called Yeltsin "one of the most prominent public figures and politicians of the last decade of the last century." At the ceremony also arrived widow of the first Russian president Naina Yeltsin. The bas-relief was installed at the boundary of the Old Tallinn, at the beginning of the street Nunne. It was created by a young Estonian sculptor Rene Reynumyae based on Yeltsin bust, which gave Ernst Neizvestny.
